Homes built prior to 1989 were not built with Energy Star standards. In other words proper insulation, Low E glass, heating equipment with 80% FUE, 12 SEER condensers, energy star appliances. Even homes built to energy star standards if not properly maintained will not perform as designed.

As for domestic hot water production, (hot water heater) an "on demand type" such as Rannai (not an endoresment)  as opposed to a storage tank or separate hot water heater may be a better use of energy and efficiency.
